No, has to be in the US because everything lse is tied to the country, culture etc. :(
I guess if she knew she was too young she could of hidden her age, but then for the paperwork I think they probably check ID and that kind of stuff... does it have to happen in the US, because if not you could simplify things by having it take place…

I am trying to make them want to help the girl, but at the same time they could have made a donation rather than getting her into this. She is happy to become a surrogate because she remembers her own mother struggling to get pregnant…
Maybe they decide to not go through an agency as they met the girl 1st and really want to help her little brother ? (could the IP's have already lost someone close to cancer making it more personnal?) Other than that I don't see any other reason for…
